Some of the key items considered and endorsed at the March 2025 Council Meeting included:
Kyneton Urban Design Framework
Following earlier noting at the February 2025 Council Meeting of further consultation undertaken, Council adopted the Kyneton Urban Design Framework 2025 inclusive of the following changes:
- Removal of proposed kerb outstands at the:
- south-east corner of Market Street/Mollison Street
- west corners of Yaldwyn Street West/Mollison Street.
- Undertake community consultation for the final detailed design of the Mollison Street/Piper Street intersection, to ensure appropriate traffic movements.
- Design kerb outstands in Piper Street to ensure the heritage appearance of the street is maintained.
- Implement a kerb outstand trial on a Mollison Street intersection.
- The recommended speed limit be modified to a minimum of 40km per hour.
The Kyneton UDF is a strategic plan for public realm improvements in Kyneton’s commercial area, including Piper Street, Mollison Street, and High Street. It aims to enhance the appearance, amenity, and functionality of the town centre through various projects, such as pedestrian safety improvements, upgrades to public spaces, and building design guidelines.
As outlined in the report, projects outlined in the UDF will likely require a mix of both Council funding and external grant funding. The community and other stakeholders will continue to be involved through engagement on the detailed design of key elements as they are implemented.
2025 Events and Festivals Grant Program + 2026 Anzac Day Commemorative Services Support Fund
Council adopted guidelines for both the 2025 Events and Festivals Grant Program, and the 2026 Anzac Day Commemorative Services Support Fund.
There are no changes from last year’s endorsed guidelines for the upcoming round of the Events and Festivals Grant Program, which sees $75,000 offered – as well as in-kind support – across three different tiers, to support local events and festivals of various sizes.
The newly established Anzac Day Commemorative Services Support Fund will provide dedicated funding support from 2026 for those leading Anzac Day commemorations, allowing them to apply for up to $5,000 to cover costs of accredited traffic management services or traffic management controls.
Council has a proud history of supporting Anzac Day services yearly as required to ensure safe event delivery, however this Fund will ensure greater transparency and acknowledges the extra costs resulting from a Victorian Government department change in 2022. This change requires all traffic management plans to now be designed and conducted by qualified personnel (as opposed to volunteers or local emergency services).
Applications for both grants will closely align with the 2025 Community Funding Scheme, opening at 9am on 28 April 2025 and closing at 11pm on 25 May 2025 (four-week application period).
Lancefield Park Recreation Reserve Master Plan
Council noted the final Lancefield Park Recreation Reserve Master Plan, which features a 10-year action plan to be implemented by the volunteer Committee of Management responsible for the Crown Land reserve. This follows an extensive community consultation process, during which a total of 19 submissions were received.
Replacing the previous 2012 Master Plan, this updated plan aims to better reflect the current needs of the community and user groups, and inform future development and upgrades of facilities such as playing surface improvements, accessways, changerooms, lighting and more.
